The I.M.P.A.C.T. Housing Resource Program offers coordinated housing assistance in Wilmington and New Castle County through one-on-one case management, housing navigation, financial support (when available), and access to complementary services.
We take a holistic approach and work alongside individuals and families to secure safe, affordable housing and connect them to essential resources that strengthen overall well-being and long-term stability.
Every situation is different. Our team provides one-on-one case management to assess needs, develop a housing plan, and guide participants through available housing resources in Wilmington and New Castle County.
Support includes:

Stabilizing housing sometimes requires short-term financial support. When funding is available and eligibility requirements are met, assistance may be provided to help address housing-related expenses.

The Second Chance Rental Program partners with landlords and public housing authorities to support individuals seeking to re-establish rental history after past housing challenges.
Through structured guidance and collaboration, participants work toward stable housing and responsible tenancy.
Participation is based on eligibility and landlord partnership availability.
PALW partners with the Delaware Division of Social Services to assist individuals and families with applying for or renewing public benefits.
Support may include assistance with applications for:
- Medicaid
- SNAP
- TANF
- Purchase of Care (POC)
Eligibility and approval for benefits are determined by the appropriate state agency.
Clear information makes a meaningful difference. Our workshops create space to learn, ask questions, and gain practical guidance that supports housing and financial stability.

- Credit repair
- Sustainable housing practices
- The home-buying process
Times and dates will be listed on the events calendar when available.
The Refresh Station provides free self-service laundry and bathing access for individuals and families who are unhoused or insufficiently housed.
This service is designed to support dignity, health, and daily stability while participants work toward secure housing.
Availability may vary based on capacity and scheduling.
Participants accessing I.M.P.A.C.T. services have access to a welcoming on-site environment designed to provide comfort and connection while navigating housing resources.
The Safe Space offers an opportunity to rest, engage in light activities, and connect with staff in a supportive setting.
